[ EXECUTIVE ORDER NO. 68, May 28, 1967 ]

CREATING THE PHILIPPINE STANDARDS COUNCIL TO ACT AS AN ADVISORY BODY TO THE BUREAU OF STANDARDS AND AUTHORIZING THE SECRETARY OF COMMERCE AND INDUSTRY TO APPOINT MEMBERS OF ALL TECHNICAL COMMITTEES SET UP BY THE COUNCIL.



WHEREAS, local and international trust in Philippine products can be generated through rigid specifications and quality standards and vigorous inspection of such products;

WHEREAS, the Bureau of Standards created for such purpose has encountered many difficulties arising from the ever-increasing activities on commodity standardization and inspection, aggravated by the inadequacy of technical personnel and facilities; and

WHEREAS, the services of an advisory body are needed to make effective the functions of the said Bureau and step up the standardization work in this country;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby create the Philippine Standards Council to: (1) study, formulate and recommend to the Secretary of Commerce and Industry policies and programs on standardization; (2) lay down work priorities in accordance with the needs of Commerce and Industry; (3) set up Technical Committees to carry out the preparation and/or finalization of draft standards; (4) recommend to the Secretary of the Department of Commerce and Industry membership to the Technical Committees; and (5) advise the Bu­reau of Standards on matters of subsiding manpower training and such other program, activities, services and projects as may render the services of the Bureau more effective.

The Philippine Standards Council shall be composed of a Chairman from the Department of Commerce and Industry and one representative each from the Bureau of Standard, Department of Education, the Department of Public Works and Communications, the Department of General Services, and the National Science Development Board, Philippine Chamber of Commerce, Philippine Chamber of Industry, and from the ranks of exporters, importers and consumers, as members.

The Secretary of Commerce and Industry is hereby authorized to designate members of the different Technical Committees upon recommendation of the Council and/or business trade associations or organizations and to call upon any officer or employee of any department, bureau, or agency of the government for such assistance as may be needed by the Council or Committee for the proper discharge of their functions.

The Director of the Bureau of Standards shall assign one man from its Technical Division for every technical committee to act as Secretary to said Committee.
