[ EXECUTIVE ORDER NO. 83, September 06, 1967 ]
CREATING THE NATIONAL YOUTH COORDINATING COUNCIL DESIGNATING THE MEMBERS THEREOF.
WHEREAS one out of every six persons in the national population belongs to the group age 1 to 21 years old, but only one-fifth of this age group is serviced by the formal school system;
WHEREAS, the maximum expansion of the formal school system cannot accommodate the out-of-schco1 youth in this age group;
WHEREAS, the out-of-school youth are mostly school drop-outs with barely four years of schooling, retaining the barest preparation for citizenship and lacking adequate skills and training for livelihood;
WHEREAS, it is essential that the members of this age group, who will be full-fledged citizens in a short time, should receive assistance and guidance from the state and society;
WHEREAS, a National Youth Resources Development Program is necessary to render this assistance and guidance deliberately, adequately and efficiently; and
WHEREASS, for the Program to be successful, it has to be directed, coordinated, and supervised by responsible, sympathetic, ad competent citizens;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines by virtues of the powers vested in me by law do hereby direct the formulation of a NATIONAL YOUTH RESOURCES DEVELOPMENT PROGRAM, and do hereby create a NATIOAL YOUTH COORDINATING COUNCIL composed of the following:
The Council is hereby empowered to call upon any department, bureau, office, agency and instrumentality of the government for such assistance as it may need for the accomplishment of its task.
This Order shall take effect immediately.
Done in the City of Manila, this 6th day of Sept., in the year of Our Lord, nineteen hundred and sixty-seven.
