[ EXECUTIVE ORDER NO. 157, November 10, 1968 ]

CREATING THE NATIONAL COORDINATING COUNCIL ON RECRUITMENT PROBLEMS



WHEREAS, recruitment problems brought about by the activities of unscrupulous persons, partnerships, associations and corporations have grown to such proportion as to victimize and cause untold miseries to Filipinos especially the unemployed, uneducated and unskilled;

WHEREAS, these groups have studied, formulated, designed and carried out schemes, strategies and other means to circumvent and evade the provisions of existing laws, rules and regulations related to recruitment for overseas and local employment; and

WHEREAS, it is necessary to coordinate the activities and functions of government agencies and organizations to insure the strict implementation of existing laws, rules and regulations related to recruitment for the protection of Filipinos seeking employment here and abroad;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby establish and create a NATIONAL COORDINATING COUNCIL ON RECRUITMENT PROBLEMS which shall be composed of the following:

Secretary of Labor

Chairman

Commissioner of Manpower Services, Department of Labor

Executive Director

Special Assistant, Department of Labor

Executive Secretary

Representatives of the following Offices as Members:

Department of Justice

        Department of Foreign Affairs

        National Bureau of Investigation

        Criminal Investigation Service (CIS)

        Securities and Exchange Commission

        National Media Production Center

        Board of Tourist and Travel Industry

        METROCOM

        Philippine Tourist and Travel Association

Done in the City of Manila, this 10th day of November in the year of Our Lord, nineteen hundred and sixty-eight.
