[ EXECUTIVE ORDER NO. 203, December 26, 1969 ]

PLACING STATE UNIVERSITIES, COLLEGES, SCHOOLS AND OTHER EDUCATIONAL INSTITUTIONS UNDER THE SUPERVISION OF THE SECRETARY OF EDUCATION



WHEREAS, Section 74 of the Revised Administrative Code provides that the President shall be considered as the Department Head of all other offices and branches of service not assigned by law to any department;

WHEREAS, in compliance with this provision, all state universities, colleges, schools and other educational institutions not assigned by their respective charters to any of the executive departments are placed under the Office of the President;

WHEREAS, the President may delegate his function of overseeing and supervising such institutions to a department secretary, as his alter ego, who shall act for and in his behalf; and

WHEREAS, there is a need to integrate the activities of all educational institutions in order that they may, individually and collectively, participate more actively it the socio-economic development of our country by extending necessary educational, research and extension services to the various sectors of the economy;

NOW, THEREFORE, in accordance with the policy of streamlining and decentralizing the functions of the Office of the President, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby place state universities, colleges, schools and other educational institutions, not otherwise assigned by their respective charters to any other department, under the supervision of the Secretary of Education who shall act for and by authority of the President.

Done in the City of Manila, this 26th day of December, in the year of Our Lord, nineteen hundred and sixty-nine.
