[ EXECUTIVE ORDER NO. 211, February 14, 1970 ]

OPERATING THE PRESIDENTIAL CENSUS COORDINATING BOARD, AUTHORIZING THE ESTABLISHMENT OF LOCAL CENSUS BOARDS, AND PROCLAIMING WEDNESDAY, MAY 6, 1970 AS CENSUS DAY



WHEREAS, Commonwealth Act No. 591 authorizes the Bureau of the Census and Statistics “to prepare for and undertake all censuses of population, agriculture, industry and commerce”;

WHEREAS, in pursuance of the said law, the Bureau of the Census and Statistics will undertake the 1970 Census of Population and Housing; and

WHEREAS, to insure the success of this nationwide undertaking there is need for enlisting the cooperation and assistance of various agencies of the National Government, as well as the various political subdivisions, to enable the Bureau of the Census and Statistics to undertake the project expeditiously and at minimum cost;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby create a Presidential Census Coordinating Board, which shall be responsible for the systematic coordination of government agencies and instrumentalities involved in the conduct of the 1970 Census of Population and Housing, to be composed of the following:

The Executive Secretary

Chairman

The Secretary of Commerce and Industry

Vice-Chairman

The Secretary of National Defense

Member

The Secretary of Education

Member

The Secretary of Public Works and Communications

Member

The Secretary of Agriculture and Natural Resources

Member

The Secretary of Health

Member

The Presidential Assistant on Community Development

Member

The Director-General of the Presidential Economic Staff

Member

The Board is hereby authorized to issue such rules and regulations which may be necessary to carry out the objectives of this Order.

As counterpart of the Presidential Census Coordinating Board at the local government level, there shall be established Provincial, City or Municipal Census Boards in each province, city and municipality, as the case may be, which shall provide such facilities and assistance as shall be required by the Bureau of Census and Statistics. The Provincial Census Board shall be composed of the Provincial Governor as Chairman, and the Division Superintendent of Schools, Senior District Highway Engineer, PC Provincial Commander, Provincial Health Officer, Provincial PACD Official and the Provincial Agriculturist, as members. The City Census Board shall be composed of the City Mayor, as Chairman, and the City Superintendent of Schools, City Engineer and the City Health Officer, as members. The Municipal Census Board shall be composed of the Municipal Mayor, as Chairman, and the Supervisor/Principal Teacher, Municipal Health Officer, Municipal Agriculturist, and the Municipal PACD Officer, as members.

Each Board shall have a Secretariat to be headed by an Executive Officer, which shall be composed of personnel detailed from the different government agencies, instrumentalities, government-owned or controlled corporations, as well as from local governments, who shall be entitled to the grant of allowances as an exception to Memorandum Circular No. 311, series of 1970. The Executive Officer of the Presidential Census Coordinating Board shall be the Director of the Bureau of Census and Statistics.

The Boards may call upon any department, bureau, office, agency or instrumentality of the government for any assistance in the performance of their functions.

The sixth day of May, 1970 is hereby designated as Census Day, the date when the field enumeration for the Census of Population and Housing of 1970 shall commence.
