Items Nos. 16, 17 and 18 of the first paragraph of Executive Order No. 70 dated May 28, 1967, entitled “Transferring Certain Functions of the Office of the President to Heads of Departments, Offices and Entities”, are hereby amended to read as follows:

“16. Matters relative to negotiated contracts for services or for furnishing supplies, materials and equipment to the government involving an amount of P50,000 or less for National Government agencies and P100,000 or less for government-owned or controlled corporations.	Delegated to Heads of Departments for national government offices and to governing board for government-owned or controlled corporations.”
“17. Contracts wherein the Government is required to pay for services not yet rendered and/or for supplies or materials not yet delivered where the contract amount is P50,000 or less for government offices and P100,000 or less for government-owned or controlled corporations.	Delegated to heads of departments for national government offices or to governing board for government-owned or controlled corporations.
“18. Contracts for the lease of private buildings, rooms, lots or spaces for use by national government agencies and government-owned or controlled corporations.	Delegated to the Secretary of General Services.

The following functions of the Office of the President are likewise hereby transferred or relinquished to the heads of departments, offices or entities as indicated hereunder, in addition to those enumerated in Executive Order No. 70:

“19. Authority to fill position in the General Appropriation Act.	Delegated to heads of departments.
“20. Proposals for original and promotional appointments.	Relinquished to heads of Department and other appointment officials.
“21. Temporary detail of national government officers and employees from one office to another in the same department not exceeding 6 months and to an office in another department not exceeding 1 month.	Delegated to heads of departments.
“22. Classification of roads under Republic Act No. 917.	Delegated to the Secretary of Public Works and Communications.
“23. Request for authority to fill positions vacated on account of retirement or suspension of local officials and employees.	Delegated to Provincial Boards and City Councils.

The provisions of Executive Order No. 113, s. 1955; Administrative Order No. 171, s. 1956, as amended; Administrative Order No. 42, s. 1937; and Memorandum Circular No. 1, s. 1965, as amended, and other orders or rules and regulations in conflict herewith are hereby modified or repealed accordingly.
