[ EXECUTIVE ORDER NO. 402, March 26, 1942 ]

AUTHORIZING AND EMPOWERING COLONEL MANUEL ROXAS, SECRETARY TO THE PRESIDENT, TO ACT FOR AND IN BEHALF OF THE PRESIDENT OF THE PHILIPPINES



WHEREAS, war conditions and the successful prosecution of the war effort in the Philippines have made it imperative for the President of the Philippines be temporarily leave Philippine territory;

NOW, THEREFORE, I, MANUEL L. QUEZON, President of the Philippines, by virtue of the authority vested in me under the Constitution and laws of the Philippines, do hereby authorize and empower Colonel Manuel Roxas, P.A., Secretary to the President and ranking member of the Cabinet, to act for and in behalf of the President of the Philippines in any and all matters within his jurisdiction under the Constitution and laws of the Philippines for the proper and continued administration of the affairs of government in the Philippines, and likewise in the name and in behalf of the President of the Philippines, to issue such orders, regulations and appointments, and to authorize disbursements of public funds as the circumstances may require in the same manner and to the same extent as if the President himself had taken action thereon. Colonel Manuel Roxas is hereby also empowered to appoint such agents and other officials as may be necessary for the proper discharge of his functions. He shall submit to the President of the Philippines from time to time a report of the official actions taken by him pursuant to this executive order.

Done this 26th day of March in the year of Our Lord, nineteen hundred and forty-two, and of the Commonwealth of the Philippines, the seventh.
