[ EXECUTIVE ORDER NO. 39, August 06, 1986 ]

ENLARGING THE POWERS AND FUNCTIONS OF THE COMMISSIONER OF CUSTOMS



I, CORAZON C. AQUINO, President of the Philippines, do hereby order:

SECTION 1. In addition to the powers and functions of the Commissioner of Customs, he is hereby authorized, subject to the Civil Service Law and its implementing rules and regulations:

a)
To appoint all Bureau personnel, except those appointed by the President;

b)
To discipline, suspend, dismiss or otherwise penalize erring Bureau officers and employees;

c)
To act on all matters pertaining to promotion, transfer, detail, reassignment, reinstatement, reemployment and other personnel action, involving officers and employees of the Bureau of Customs.

SECTION 2. The Ministry of the Budget and Management and the Civil Service Commission shall extend full cooperation and assistance to the Commissioner of Customs in carrying out the provisions of this Executive Order.

SECTION 3. All laws, orders, issuances, rules and regulations or parts thereof inconsistent with this Executive Order are hereby repealed or modified accordingly.

SECTION 4. This Executive Order shall take effect immediately.

Done in the City of Manila, this 6th day of August in the year of Our Lord, nineteen hundred and eighty-six
