[ EXECUTIVE ORDER NO. 69, December 04, 2018 ]

GRANTING FINANCIAL SUPPORT TO THE CITIZEN ARMED FORCE GEOGRAPHICAL UNIT ACTIVE AUXILIARY SERVICE



WHEREAS, Section 18, Article VII of the Constitution provides that the President shall be the Commander-in-Chief of all armed forces of the Philippines;

WHEREAS, Section 4, Article II of the Constitution states that the Government may call upon the people to defend the State and require citizens to render personal military service, under conditions provided by law;

WHEREAS, Executive Order No. 264 (s. 1987) created the Citizen Armed Forces Geographical Unit (CAFGU) which, through the mobilization of CAFGU Active Auxiliary (CAA) units, shall complement and support the regular forces of the Armed Forces of the Philippines (AFP) in dealing with internal and external security threats;

WHEREAS, CAA units support the AFP by providing vital military intelligence, joining traditional and non-traditional military operations, securing conflict-affected communities, and acting as first responders during natural disasters; and

WHEREAS, there is a need to provide financial support to members of the CAA units, in recognition of the invaluable assistance they provide to the AFP in dealing with security threats, their indispensable service in maintaining local peace and order and meeting local insurgencies, and the faithful performance of their duties, which they carry out at great risk to themselves and their families;

NOW, THEREFORE, I, RODRIGO ROA DUTERTE, President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby order:

Section 1. Grant of Financial Support to Qualified Members of CAA Units. Financial support in the amount of Seven Thousand Pesos (P7,000.00) per month, covering the months of November and December 2018, is hereby granted to each member of a CAA unit (CAA members), who meets the conditions prescribed in Section 2 of this Order.

Section 2. Coverage. Only duly-appointed CAA members appearing in the roster maintained by the AFP shall be entitled to financial support; provided, that those who are in the roster and have been appointed but are still undergoing training, shall be entitled to a prorated portion of said financial support upon the satisfactory completion of the prescribed training.

Section 3. Funding. The funding requirements for the grant of financial support to qualified CAA members for the months of November and December 2018 shall be sourced from the FY 2018 Contingent Fund.

Section 4. Role of the Department of Budget and Management. For the succeeding years, the Department of Budget and Management is hereby directed to study and propose measures for the grant of financial support to qualified CAA members on a monthly basis, as well as identify funding sources against which said financial support may be charged, subject to applicable budgeting, accounting and auditing laws, rules and regulations.

Section 5. Separability Clause. If any provision of this Order is declared invalid or unconstitutional, the remaining provisions not affected thereby shall continue to be in full force and effect.

Section 6. Repealing Clause. All orders, rules and regulations inconsistent with this Order are hereby repealed or modified accordingly.

Section 7. Effectivity. This Order shall take effect immediately upon the completion of its publication in the Official Gazette or in a newspaper of general circulation.
