CREATING A POLICY ADVISORY PANEL ON THE PHILIPPINE CLAIM TO NORTH BORNEO AND DESIGNATING THE MEMBERS THEREOF
WHEREAS, on 24 April 1962, the House of Representatives of the Congress of the Philippines unanimously adopted a Resolution urging “the President of the Philippines to take the necessary steps consistent with international law and procedure for the recovery of a certain portion of the Island of Borneo and adjacent islands which appertain to the Philippines;
WHEREAS, the Malaysian Government as successor of the British Government in the administration of the areas sought to be recovered by the Philippines has agreed to meet with representatives of the Philippine Government to resolve this question in accordance with the Manila Accord of 31 July 1965, and other subsequent related agreements; and
WHEREAS, the effective prosecution of the claim to North Borneo requires the advice and assistance of experts:
NOW, THEREFORE, I, FERDINAND E. MARCOS, by virtue of the powers vested in me by the Constitution of the Philippines do hereby create a Policy Advisory Panel on the Philippine Claim to Borneo, composed of the following:
The Policy Advisory Panel shall advise the President, the Secretary of Foreign Affairs and such representatives of the Philippine Government who may be appointed to negotiate or prosecute the Philippine claim to North Borneo.
Done in the City of Manila, this 7th day of June, in the year of Our Lord, nineteen hundred and sixty-eight.
