DIRECTING THE IMMEDIATE DISCONTINUANCE OF, AND PENALIZING, THE PRACTICE OF COLLECTING CONTRIBUTIONS FROM EMPLOYEES FOR THE PURPOSE OF MAKING PRESENTS TO SOME HIGH GOVERNMENT OFFICIALS
