MOP, Bk 3, v.5, 49

[ ADMINISTRATIVE ORDER NO. 17, July 31, 1936 ]

IN RE ADMINISTRATIVE CASE AGAINST JUSTICE OF THE PEACE BERNARDO ALINDOGAN OF MAGALLANES, SORSOGON

Whereas, after a careful review of the records in the above-mentioned case, it has been found that Justice of the Peace Bernardo Alindogan of Magallanes, Sorsogon, notwithstanding the fact that he is married, maintained illicit relations with one Maria Mestiola, as a result of which a child was born;

Whereas, these illicit relations have become of common knowledge in his municipality;

Whereas, the conduct of a justice of the peace should be above reproach and his life should be such as to insure public respect and estimation for the office he holds; and

Whereas, to retain in a position of trust and responsibility a man who is immoral is contrary to public policy and is conducive to destroying the people’s faith in the very ones called upon to administer justice;

Now, therefore, I, Manuel L. Quezon, President of the Philippines, by virtue of the powers in me vested by law, and upon the recommendation of the Secretary of Justice, hereby resolve to, as I hereby do, discharge Bernardo Alindogan from his position as justice of the peace of Magallanes, Sorsogon, for the good of the service.

Done at the City of Manila, this thirty-first day of July, in the year of Our Lord, nineteen hundred and thirty-six, and of the Commonwealth of the Philippines, the first.

MANUEL L. QUEZON
President of the Philippines
