[ ADMINISTRATIVE ORDER NO. 19, August 18, 1936 ]

RELEASING PART OF THE 5 PER CENT REQUIRED RESERVE OF THE DEPARTMENT OF AGRICULTURE AND COMMERCE, TAKEN FROM SALARY SAVINGS, AND MAKING THE SAME AVAILABLE FOR THE PURCHASE OR CONSTRUCTION OF A COASTGUARD OR REVENUE CUTTER, INCLUDING OTHER EXPENSE INCIDENTAL THERETO



Whereas, it has been found necessary to purchase a vessel which will be used to replace one of the old coastguard or revenue cutters of the Government;

Whereas, negotiations had been conducted for the acquisition of such vessel for the division of navigation prior to its transfer from the Department of Agriculture and Commerce to the Bureau of Customs, Department of Finance;

Whereas, it was the intention to pay the cost of the said vessel from the appropriation for the purchase of equipment of the Department of Agriculture and Commerce, any deficit to be covered by transfer from the savings from its appropriations for salaries and wages in accordance with the provisions of section three of Act Numbered Four thousand one hundred eighty-seven, as amended and extended by Act Numbered four thousand two hundred thirty-one; and

Whereas, by virtue of Executive Order Numbered Thirty-four issued on June first, nineteen hundred and thirty-six, the Division of Navigation of the Department of Agriculture and Commerce was transferred to the Bureau of Customs, Department of Finance;

Now, therefore, I, Manuel L. Quezon, President of the Philippines, by virtue of the powers vested in me by the Constitution and the existing laws, hereby authorize and direct that the Departments of Finance and of Agriculture and Commerce be, and hereby are, relieved from the required five per cent reserves from their appropriations to the extent of fifty thousand pesos and two hundred thousand pesos, respectively, to be taken from the items for salaries and wages and the sums so released, or such part thereof as may be necessary, are hereby made available for the purchase of a vessel, which will be used to replace one of the old coastguard or revenue cutters of the Division of Navigation, Department of Finance, including the expenses of bringing the vessel to the Philippines, purchase of necessary equipment, repair, and other incidental expenses.

Done at the City of Manila, this eighteenth day of August, in the year of Our Lord, nineteen hundred and thirty-six, and of the Commonwealth of the Philippines, the first.
