[ ADMINISTRATIVE ORDER NO. 113, February 10, 1994 ]

DIRECTING THE IMPOSITION OF 5% RESERVE ON MAINTENANCE AND OTHER OPERATING EXPENSES APPROPRIATION ITEMS



WHEREAS, there is a need for the government to maintain prudence in government spending and to continue to streamline its operations in view of limited resources;

WHEREAS, such prudence is best reflected in the generation of savings from appropriations for maintenance and other operating expenses;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

SECTION 1. Pursuant to Section 37, Chapter 5, Book VI of Executive Order No. 292 (the Administrative Code of 1987), all national government agencies are hereby directed to set aside 5% of their respective programmed appropriations for Maintenance and Other Operating Expenses (MOOE) under R.A. No. 7663 (the 1994 General Appropriations Act) as mandatory reserve. Government-owned and controlled corporations (GOCCs), including government financial institutions (GFIs), are likewise directed to set aside 5% of their MOOE budget for the same purpose.

SEC. 2. All agencies of the national government, including GOCCs and GFIs, shall submit to the Department of Budget and Management (DBM) the details of their reserve imposition not later than February 15, 1994. The DBM shall submit to the Office of the President a report on the status on the implementation of this Administrative Order not later than February 28, 1994.

SEC. 3. This Administrative Order shall take effect immediately.
