[ ADMINISTRATIVE ORDER NO. 5, March 27, 2023 ]

CONSTITUTING AN INTER-AGENCY TASK FORCE AND DIRECTING ALL GOVERNMENT AGENCIES AND INSTRUMENTALITIES, AND ENCOURAGING LOCAL GOVERNMENT UNITS TO EXTEND THEIR SUPPORT TO THE SAMAHANG BASKETBALL NG PILIPINAS IN THE PREPARATION, ORGANIZATION AND HOSTING OF THE FIBA BASKETBALL WORLD CUP 2023



WHEREAS, Section 19, Article XIV of the Constitution declares it a policy of the State to promote physical education, and encourage sports programs, league competitions and amateur sports, including training for international competitions, to foster self-discipline, teamwork, and excellence for the development of a healthy and alert citizenry;

WHEREAS, under Republic Act No. 6847 or the "Philippine Sports Commission (PSC) Act," the PSC is mandated to encourage and sustain the development of sports in the country through a unified national sports promotion and development program;

WHEREAS, the FIBA Basketball World Cup is a quadrennial men's basketball tournament organized by the Federation Internationale de Basketball (FIBA), the world governing body for basketball recognized by the International Olympic Committee;

WHEREAS, the Samahang Basketbol ng Pilipinas (SBP) is the national sports association recognized by the FIBA as the body in-charge of the promotion and development of the sport basketball in the Philippines;

WHEREAS, on 01 June 2017, the FIBA awarded the principal co-hosting rights to the SBP and tasked the same to be primarily responsible for the preparation, organization, management and promotion of the FIBA Basketball World Cup 2023; and

WHEREAS, the successful organization and hosting of the FIBA Basketball World Cup 2023 requires the involvement, coordination and support of all concerned government agencies, local government units (LGUs), and the private sector;

NOW, THEREFORE, I, FERDINAND R. MARCOS, JR., President of the Republic of the Philippines, by the virtue of the powers vested in me by the Constitution and existing laws, do hereby order:

Section 1. Creation of an Inter-Agency Task Force. There is hereby constituted an Inter-Agency Task Force ("Task Force") which shall have the primary duty of streamlining, integrating, harmonizing, and coordinating all government efforts with the plans and programs of the SBP and its Local Organizing Committee, towards the effective preparation and successful participation of all delegates in the FIBA Basketball World Cup 2023.

The Task Force shall be chaired by the PSC Chairperson, and the heads or designated representatives of the following agencies/offices shall serve as members thereof;

a. Department of Foreign Affairs;

b. Department of health;

c. Department of the Interior and Local Government;

d. Department of Public Works and Highways;

e. Department of Tourism;

f. Department of Transportation;

g. Bureau of Customs;

h. Bureau of Immigration;

i. Philippine National Police; and

j. Metropolitan Manila Development Authority.

Section 2. Agency Coordination. All heads of departments, bureaus, offices, agencies or instrumentalities of the government, including government-owned or controlled corporations, and state universities and colleges are hereby directed to extend full support and assistance, consistent with their respective mandates, to the PSC and SBP in the preparatory activities for the Philippines' hosting of the FIBA Basketball World Cup 2023 including, among others, the procurement of necessary materials and equipment, provision of support services, and acceptance of donations, in accordance with existing laws, rules and regulations.

LGUs, non-government organizations, and the private sector are hereby encouraged to lend their cooperation and support to ensure the successful conduct of the FIBA Basketball World Cup 2023. 

Section 3. Funding. The funds necessary for the implementation of this Order shall be charged against appropriations of the agencies concerned, subject to existing budgeting, accounting, and auditing laws, rules and regulations.

Section 4. Separability. If any section or part of this Order is declared unconstitutional or invalid, the other sections or provisions not otherwise affected shall remain in full force and effect.

Section 5. Repeal. All orders, issuances, rules and regulations and other issuances or parts thereof, which are inconsistent with this Order are hereby repealed or modified accordingly.

Section 6. Effectivity. This Order shall take effect immediately.
