[ PROCLAMATION NO. 2022a, March 12, 2010 ]

DECLARING A STATE OF CALAMITY IN MINDANAO



WHEREAS, the El Niño phenomenon and the absence of new large generation capacities have aggravated the power supply situation in the Mindanao Grid;

WHEREAS, while the Local Government Code confers upon the local government units the power to determine and declare a state of calamity in their respective localities, the declaration by the President of a state of calamity is still necessary for the disbursement of the national calamity fund under the General Appropriations Act;

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me, do hereby declare a State of Calamity in Mindanao in view of the extensive effects of the power crisis in the area.

SECTION 1. The Department of Energy is hereby directed and authorized to take necessary measures to address and resolve this crisis expeditiously. All departments and government agencies concerned are directed to implement and execute appropriate programs in accordance with the existing operational plans and directives and orders issued in connection with the occurrence of this calamity.

SEC 2. All proclamations, executive orders, rules and regulations and other issuances or parts thereof which are inconsistent with this Proclamation are hereby revoked, amended, or modified accordingly.

SEC 3. This Proclamation shall take effect immediately.

DONE in the City of Manila, this 12th day of March in the year of Our Lord, Two Thousand and Ten.
