Upon the recommendation of the Secretary of the Department of Environment and Natural Resources (DENR) and by virtue of the powers vested in me by law, I, BENIGNO S. AQUINO III, President of the Philippines, do hereby reserve certain parcels of land within Camp Gregg Military Reservation in Bayambang, Pangasinan for housing site purposes of the Philippine National Police (PNP), to be administered by the Housing and Urban Development Coordinating Council (HUDCC) / National Housing Authority (NHA), and shall be disposed of in accordance with the provisions of Republic Act (RA) No. 7279, otherwise known as the Urban Development and Housing Act of 1992 and RA 274, situated in Barangay Zone VI, Municipality of Bayambang, Province of Pangasinan, Island of Luzon, containing an aggregate area of FORTY THOUSAND FOUR HUNDRED THIRTY ONE (40,431) SQUARE METERS, more or less, subject to private rights, if any there be and to final survey, which parcels of land are more particularly described as follows:

This proclamation is subject to the minimum road right-of-way requirements of the Department of Public Works and Highways (DPWH) pursuant to Executive Order (EO) 621 (s. 1980) and EO 23 (s. 2011).

A Project Inter-Agency Committee (PIAC) is hereby created to be chaired by the HUDCC / NHA and co-chaired by the PNP with the DENR and the Local Government of Bayambang, Pangasinan as members. The PIAC is hereby empowered to issue and promulgate the Implementing Rules and Regulations (IRR) for the area covered by this proclamation.

The DENR is hereby authorized to issue Special Patent in favor of NHA upon completion of the final survey. The NHA shall reimburse to the national government, through the DENR, the value of the land after the final payment of the areas reserved for housing purposes by qualified beneficiaries in accordance with the appraised value of the land as determined by the DENR.
