[ PROCLAMATION NO. 371, May 06, 2003 ]

AMENDING THE PURPOSE FOR WHICH A PARCEL OF LAND OF THE PUBLIC DOMAIN SITUATED IN LAMAO, MUNICIPALITY OF LIMAY, BATAAN PROVINCE, ISLAND OF LUZON WAS DECLARED UNDER PROCLAMATION NO. 289 DATED OCTOBER 12, 1967 AND 361-A DATED MARCH 7, 1968 FROM MILITARY TO DEFENSE INDUSTRIAL.



WHEREAS, the prime duty of the government is to protect the state from external and internal aggression;

WHEREAS, in the fulfillment of this duty, it is the policy of the State to develop self-reliance in defense requirements and self-sufficiency in ammunition and other munitions as mandated under RA 1884 and PD 415;

WHEREAS, RA 7898, otherwise known as the AFP Modernization Act, includes the Government Arsenal in the AFP Modernization Program for the development of production capabilities to enhance self-sufficiency in defense requirements;

WHEREAS, defense self-reliance requires the development of a local industrial base;

WHEREAS, Proclamation No. 289 dated October 12, 1967 signed by then President Ferdinand E. Marcos and Proclamation No. 361-A dated March 7, 1968 reserves for military purposes a parcel of land of the public domain situated in Lamao, Municipality of Limay, Bataan Province, Island of Luzon; and

WHEREAS, amendment of the purpose of such parcel of land from military use to defense-industrial use will encourage investors in defense projects to generate income for the government and help sustain a modernization program in line with the national policy of defense self-reliance that shall be sustained by an industrial base.

NOW, THEREFORE, I GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby amend Proclamation No. 289 dated October 12, 1967 and Proclamation No. 361-A dated March 7, 1968 ( as modified by Proclamation No. 630, dated November 29, 1969), by changing the purpose from "Military" to "Defense-Industrial" including the establishment of Defense Industrial Estate, subject to private rights, if any there be, under the administration of the Department of National Defense, the following parcels of land of the public domain, containing a total area of approximately THREE MILLION SEVEN HUNDRED THREE THOUSAND SEVEN HUNDRED TEN (3,703,710) square meters, more of less, which parcel of land is more particularly described as follows:
