[ PROCLAMATION NO. 377, May 12, 2003 ]

DECLARING MAY 13, 2003 A DAY OF NATIONAL REMEMBERING IN OBSERVANCE OF THE DEATH CENTENARY OF APOLINARIO MABINI (MAY 13,1903 - MAY 13, 2003)



WHEREAS, the National Historical Institute is the government agency mandated to implement Republic Act No. 8491, otherwise known as "The Flag and Heraldic Code of the Philippines";

WHEREAS, pursuant to NHI Board Resolution No. 2, s. 2003, the National Historical Institute I1bs included the death centenaries of Filipino heroes as among the historical events of national significance, when the Philippine Flag should be flown in all buildings and places at half mast as a sign of remembering;

WHEREAS, it is most fitting and appropriate to set aside a day of national remembering to honor the death centenary of Apolinario Mabini (May 13, 1903 - May 13, 2003) who was left an enduring legacy to our people.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare a day of remembering the centennial anniversary of the death of Apolinario Mabini on May 13, 2003. During this day, flags of all government buildings and installations throughout the country shall be flown at half mast.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
