WHEREAS, the Government of the Republic of the Philippines acquired, through expropriation proceedings, private lots, situated along McArthur Highway, Malolos, Bulacan, initially comprising a total land area of Five Hundred Twenty Thousand Four Hundred Fifty (520,450) square meters, more or less, hereafter referred to as the “Property”;

WHEREAS, pursuant to Executive Order No. 100 (s. 1986), upon the abolition of the National Media Production Center, the Property was transferred to the Philippine Information Agency (PIA);

WHEREAS, by virtue of Proclamation Nos. 22 (s. 1998) and 597 (s. 2004), twenty-five (25) hectares and ten (10) hectares of the Property were transferred to the Bulacan State University and the City Government of Malolos respectively, leaving the remaining area of 17 hectares, more or less, under the administration of the PIA;

WHEREAS, the Provincial Government of Bulacan requested for the transfer of the remaining area of the aforesaid Property to serve as site of the proposed Bulacan Technohub and Innovation Center that will benefit the economic, educational and agro-industrial sectors of the Province of Bulacan and the adjoining provinces; and

WHEREAS, the PIA agreed to the request of the Provincial Government of Bulacan but proposed to retain at least five (5) hectares of the said Property for its use.

NOW THEREFORE, upon recommendation of the Secretary of the Department of Environment and Natural Resources (DENR) and by virtue of the powers vested in me by law, I, BENIGNO S. AQUINO III, President of the Philippines, do hereby transfer a portion, consisting of ONE HUNDRED TWENTY THOUSAND AND FOUR HUNDRED FIFTY (120,450) SQUARE METERS, of the Property located along McArthur Highway, Malolos, Bulacan, under the administration of the PIA to the Provincial Government of Bulacan.

The remaining portion of the Property, consisting of FIFTY THOUSAND (50,000) SQUARE METERS, shall be retained by the PIA.
