[ PROCLAMATION NO. 1020, May 13, 2015 ]

ORDERING THAT THE PHILIPPINE FLAG BE FLOWN AT HALF-MAST ON THE DAY OF INTERMENT OF AMBASSADOR DOMINGO D. LUCENARIO, JR.



WHEREAS, Ambassador Domingo D. Lucenario, Jr. served as the Philippine Ambassador to Pakistan and was instrumental in maintaining relations with Pakistan, Afghanistan, Kyrgzstan and Tajikistan;

WHEREAS, Ambassador Lucenario was a part of the diplomatic corps since 1986 and served in various posts particularly in Germany, Australia, Hong Kong and was former ambassador to various African countries;

WHEREAS, as recognition of his dedication to public service, he was awarded the Order of Sikatuna Award, the Order of Lakandula Award and the Gawad Mabini Award ;

WHEREAS, the 08 May 2015 helicopter crash in Pakistan prematurely ended the life of a consummate and dedicated public servant; and

WHEREAS, said helicopter crash also ended the lives of various members of the international community, including the Ambassador of Norway to Pakistan, the wives of the Indonesian and Malaysian envoys, two (2) Pakistani pilots and a Pakistani crew member.

NOW, THEREFORE, I, PAQUITO N. OCHOA, JR., Executive Secretary, by authority of His Excellency, BENIGNO S. AQUINO III, do hereby order that the Philippine flag be flown at half-mast, from sunrise to sunset in the Department of Foreign Affairs Main Office, its Foreign Service Posts and Regional Consular Offices, on the day of interment of Ambassador Lucenario on 16 May 2015, as a sign of respect, honor and recognition for his exemplary service to the Republic of the Philippines
