[ PROCLAMATION NO. 629, May 06, 2004 ]

DECLARING MAY 17 TO 21, 2004 AS "HIGHER EDUCATION FOR UNITY AND NATION BUILDING WEEK"



WHEREAS, Article XIV, Section 1 of the Constitution provides that the State shall protect and promote the right of all citizens to qualify education at all levels, and shall take appropriate steps to make such education accessible to all;

WHEREAS, the commission on Higher Education (CHED) pursuant to the Congressional Commission to Study Philippine Education (EDCOM) Report was created by Republic Act No. 7722, otherwise known as the "Higher Education Act of 1994" on May 18, 1994;

WHEREAS, the CHED, as one of the agencies established as a consequence of the trifocalization of the Philippine education system, has spearheaded the continued development of the higher education system through its development programs geared towards the strengthening and enhancement of higher education to become world-class and globally competitive;

WHEREAS, in order to educate and inform the public of its service, accomplishments and contribution for the past decade in nation building through quality and relevant higher education as well as highlight its role as a key player in the Philippine Education landscape, the CHED shall be celebrating its 10th Year Anniversary on May 18, 2004.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare May 17 to 21, 2004 as "Higher Education for Unity and Nation Building Week".

DONE in the City of Manila, this 6th day of May, in the year of Our Lord, Two Thousand and Four.
