[ PROCLAMATION NO. 751, December 14, 2004 ]

DECLARING DECEMBER 14, 2004 AS FIRE SERVICE RECOGNITION DAY AND REAFFIRMING SUPPORT TO THE FILIPINO FIREMEN BY INSTITUTIONALIZING THE SEARCH FOR THE OUTSTANDING PHILIPPINE (TOP) FIRE FIGHTERS OF THE JCI PHILIPPINES IN COLLABORATION WITH CONCERNED GOVERNMENT AGENCIES AND NON-GOVERNMENT INSTITUTIONS



WHEREAS, there is a need to recognize the vital role played by fire fighters in our society;

WHEREAS, fire fighters sacrifice their lives daily in order to protect the life and property of the general public;

WHEREAS, the Department of Interior and Local Government (DILG) and Bureau of Fire Protection (BFP) reaffirm their commitment of ensuring the safety of the community;

WHEREAS, the JCI Philippines in collaboration with the DILG, BFP, and Civil Service Commission, together with the Safety Organization of the Philippines, Inc., Citizen’s Patrol 117 Movement, and the Philippine Chamber of Fire Protection Industry, Inc., among others, plan to institutionalize the search for the Outstanding (TOP) Firefighters;

WHEREAS, the JCI Philippines having traditionally conferred TOYM, TOPP, among others, have provided an impetus in acknowledging and appreciating the high performers among our firefighters, thereby stressing their significant contribution to the Philippine Society;

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare December 14, 2004 as Fire Service Recognition Day and reaffirm support for the Philippine Firefighters by institutionalizing the Search for the Outstanding (TOP) Firefighters of the JCI Philippines in collaboration with concerned government agencies and non-government institutions.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
