CALLING THE CONGRESS OF THE PHILIPPINES TO A SPECIAL SESSION



Pursuant to the powers vested in me by the Constitution, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, do hereby call the Congress of the Philippines to a Special Session from January 5 to 7, 2005 to urgently consider the passage of the bill providing for optimum performance in revenue collection through the grant of special rewards for exemplary service as well as lateral attrition in revenue-generating agencies of government, and such other revenue-mobilization measures prioritized by the Legislative Executive Development Advisory Council (LEDAC) towards improving the country’s fiscal position and/or certified by this Office pursuant to the provisions of Section 26(2), Article VI of the Constitution.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
