[ PROCLAMATION NO. 472, January 10, 1958 ]

AUTHORIZING THE VETERANS FEDERATION OF THE PHILIPPINES TO CONDUCT A NATIONAL EDUCATIONAL AND FUND CAMPAIGN DURING THE PERIOD FROM JANUARY 15 TO FEBRUARY 28, 1958, FOR THE PURPOSE OF ESTABLISHING THE PHILIPPINE VETERANS MEMORIAL LIBRARY AND MUSEUM



WHEREAS, it is necessary to strengthen the historical foundation of our culture by providing our students, researchers, and citizens in general with adequate and suitable library and museum wherein they can have ready access to historical documents and other mementos in connection with all wars in which the Philippines participated;

WHEREAS, there is an urgent need for the collection and acquisition, compilation and preservation, of the documents and war relics, particularly those in connection with the Second World War, to save them from loss and destruction;

WHEREAS, the establishment of a Veterans Memorial Library and Museum, aside from enhancing the cultural growth of the people, will serve as a fitting memorial to our heroes and stand as an inspiration for the living and the generations yet to come;

WHEREAS, the Veterans Federation of the Philippines has initiated the selfless task of sponsoring a drive to establish the Philippine Veterans Memorial Library and Museum, which campaign is fully deserving of the support of the government and the entire nation;

NOW, THEREFORE, I, Carlos P. Garcia, President of the Philippines, by virtue of the authority vested in me by law, do hereby authorize the Veterans Federation of the Philippines to conduct a national educational and fund campaign during the period from January 15 to February 28, 1958. I call upon all citizens and residents of the Philippines irrespective of race or creed to support the cultural and memorial campaign by giving generously of their means for the establishment of the Philippine Veterans Memorial Library and Museum.

All funds collected by the Veterans Federation of the Philippines shall be deposited with the Philippine National Bank, and the necessary withdrawals therefrom shall be made only by checks duly signed by the Treasurer of the Federation, countersigned, by the President thereof and by the auditor to be designated by the Secretary of National Defense.

All books of account kept, in connection with the campaign shall always be made available for audit by the authorized representative of the Auditor General.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

Done in the City of Manila, this 10th day of January, in the year of Our Lord, nineteen hundred and fifty-eight and of the Independence of the Philippines, the twelfth.
