[ PROCLAMATION NO. 880, July 22, 2005 ]
DECLARING MONDAY, JULY 25, 2005 AS (NON-WORKING) DAY IN METRO MANILA
WHEREAS, Monday, July 25, 2005 is the opening of the Second Session of the Thirteenth Congress and the President will deliver the State of the Nation Address (SONA) to the Filipino nation;
WHEREAS, in order to encourage and give opportunity to Filipinos to listen to the address of the President and be involved in the affairs of the country, it would be best to declare Monday, July 25, 2005 as a special (non-working) day in Metro Manila.
NOW, THEREFORE, I, EDUARDO R. ERMITA, Executive Secretary, by authority of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare the following:
SECTION 1. Monday, July 25, 2005 shall be a special (non-working) day in Metro Manila only.
SECTION 2. The Senate and the House of Representatives, together with their employees and staff, shall be excluded from the purview of this Proclamation.
SECTION 3. Employees of government departments, offices, agencies and instrumentalities or government owned or controlled corporations providing police, security, fire protection, custodial, rescue, emergency, medical and other similar services shall be required by the head of the department, office, agency and instrumentality or government owned or controlled corporations to observe regular working hours and provide regular services to the public on the said date.
SECTION 4. The Department of Labor and Employment shall issue the appropriate guidelines to implement this Proclamation.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
