[ PROCLAMATION NO. 5, February 01, 1962 ]

AUTHORIZING THE PHILIPPINE AMERICAN CULTURAL FOUNDATION TO CONDUCT A NATIONAL EDUCATIONAL AND FUND CAMPAIGN DURING THE PERIOD FROM FEBRUARY 1, 1962, TO JULY 31, 1963



WHEREAS, the promotion and advancement of the cultural manifestations of a people have always been considered, remarkable concomitants of civilization;

WHEREAS, the dissemination of the cultural endeavors and manifestations of a people have been accepted significant tools in the promotion of international understanding;

WHEREAS, the Philippine American Cultural Foundation is an expression of a mutual desire for better understanding between the people of the United States and the people of the Philippines;

WHEREAS, the Foundation is dedicated to the goal of developing, preserving, and enriching Philippine culture and the dissemination of the knowledge thereof, and the strengthening of the ties of friendship between the United States and the Philippines;

WHEREAS, the Foundation proposes to engage in cultural, academic, and other programs designed to advance Philippine cultural endeavors and to enhance mutual understanding between the people of the United States and the Republic of the Philippines;

WHEREAS, in the furtherance of all the above objectives the Foundation proposes to construct, operate, and maintain a cultural center;

WHEREAS, the Foundation governed by the Board of Trustees composed of six Filipinos and five Americans under the chairmanship of a Filipino, is proposing to construct a two-million-five-hundred-thousand pesos (P2,500,000.00) Cultural Center in the Philippines to be financed by a three million-twenty-one-thousand-nine-hundred-forty six peso (P3,021,946.00) donation from the United States of American;

WHEREAS, in order to finance the operating and maintenance expenses of the proposed cultural center of the Philippine American Cultural Foundation in order to achieve its objectives, an endowment fund is proposed to be raised through a nationwide educational and fund campaign;

NOW, THEREFORE, I, Diosdado Macapagal, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Philippine American Cultural Foundation to conduct a national educational and fund campaign during the period from February 1, 1962, to July 31, 1963. I call upon all citizens and residents of the Philippines, irrespective of nationality or creed, to assist in this drive of giving generously of their means so that Ave may help foster the promotion of our culture as a people. I authorize all the treasurers of provincial, city, and municipal governments, as well as school officials to accept for the Philippine American Cultural Foundation, voluntary contributions and donations and to issue official receipts therefor;

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

Done in the City of Manila, this 1st day of February, in the year of Our Lord, nineteen hundred and sixty-two, and of the Independence of the Philippines, the sixteenth.
