[ PROCLAMATION NO. 894, August 15, 2005 ]

DECLARING AUGUST 21-27, 2005 AS NATIONAL TECHNICAL EDUCATION AND SKILLS DEVELOPMENT WEEK



WHEREAS, the Constitution mandates the protection and promotion of the right of all citizens to "quality education at all levels" and the implementation of appropriate measures to make such education accessible to all;

WHEREAS, Republic Act No.7796 otherwise known as the TESDA Act of 1994 dated 25 August 1994 created the Technical Education Skills and Development Authority (TESDA);

WHEREAS, Section 2 of RA 7796 enunciates the policy of the State to "provide relevant, accessible, high quality and efficient technical education and skills development in support of the development of high quality Filipino middle-level manpower responsive to and in accordance with Philippine development goals and priorities";

WHEREAS, there is a need to create greater awareness on the role of technical education and skills development and the opportunities available for globally competent Filipino workforce;

NOW, THEREFORE, I GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare August 21-27, 2005 as National Technical Education and Skills Development Week.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

DONE in the City of Manila, this 15th day of August, in the year of our Lord, Two Thousand and Five.
