[ PROCLAMATION NO. 94, March 26, 1963 ]

ACCEPTING AND MAKING PUBLIC THE ACCEPTANCE FOR THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES OF THE INSTRUMENT FOR THE AMENDMENT OF THE CONSTITUTION OF THE INTERNATIONAL LABOR ORGANIZATION, 1962



WHEREAS, the International Labor Conference adopted at its 46th Session, on June 22, 1962, by 309 votes to 0, with one abstention, an Instrument for the Amendment of the Constitution of the International Labor Organization, 1962;

WHEREAS, under Article 36 of the Constitution of the International Labor Organization, amendments “which are adopted by the Conference by a majority of two-thirds of the votes cast by the delegates present shall take effect when ratified or accepted by two-thirds of the members of the organization, including five of the ten members which are represented on the Governing Body, as members of chief industrial importance in accordance with the provisions of paragraph 3 of Article 7 of the Constitution;”

WHEREAS, the purpose of the aforesaid Instrument for the Amendment of the Constitution of the International Labor Organization is to increase the size of the Governing Body of the International Labor Office to take account of the increases in the membership of the International Labor Organization and to delete the last sentence of paragraph 4 of Article 7 of the Constitution of the International Labor Organization, which has become unnecessary through recent developments; and

WHEREAS, it appears that the aforesaid Instrument for the Amendment of the Constitution of the International Labor Organization does not invlove any significant or substantial change in the foreign policy of the Government of the Philippines nor in the obligations of the Republic of the Philippines as member of the International Labor Organization and that it will best serve the interests of the International Labor Organization if said Instrument of Amendment is brought into force as soon as possible;

NOW, THEREFORE, I, DIOSDADO MACAPAGAL, President of the Philippines, do hereby accept for the Government of the Republic of the Philippines, the Instrument for the Amendment of the Constitution of the International Labor Organization, 1962, a certified copy of which is hereto annexed, and hereby proclaim and make public such acceptance to the end that the said Instrument and every article and clause thereof may be observed and fulfilled with good faith by the Republic of the Philippines and the citizens thereof.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
