[ PROCLAMATION NO. 116, June 04, 1963 ]

DECLARING A PERIOD OF NATIONAL MOURNING ON THE DEATH OF HIS HOLINESS, POPE JOHN XXIII



WHEREAS, the Christian world and mankind in general suffered a distinct loss in the death of His Holiness, Pope John XXIII;

WHEREAS, by his deep concern for world peace, his over­whelming love of humanity and his advocacy of the universality of mankind, he has advanced the cause of lasting peace on earth; and

WHEREAS, it was under him that the Philippines was blessed with a Cardinal;

NOW, THEREFORE, I, Diosdado Macapagal, President of the Philippines, in tribute to His Holiness, Pope John XXIII, for his achievements in promoting world brotherhood, do hereby proclaim the period from June 4 to 12, 1963, as a period of national mourning. During this period, flags of all government buildings and installations throughout the Philippines shall be flown at half-mast. The representatives of the Philippines in foreign countries should make arrangements for the display of the flag at half mast over all embassies, legations, and consular offices.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

Done in the City of Manila, this 4th day of June, in the year of Our Lord, nineteen hundred and sixty-three.
