[ PROCLAMATION NO. 123, April 22, 1949 ]

DESIGNATING THE SECOND WEEK OF SEPTEMBER OF EACH YEAR AS “EDUCATION WEEK”



WHEREAS, in a democracy like the Philippines, in order that an intelligent public opinion may be formed, it is necessary that the people be kept constantly informed about the policies and achievements of the Government;

WHEREAS, under Article XIV, section 5, of the Constitution of the Philippines, the education of all the people, young and adult, is one of the primary concerns of the Government; and

WHEREAS, it was in or about the second week of September, 1898, that the first public schools were established in the Philippines after the American occupation on August 13, 1898;

NOW, THEREFORE, I, Elpidio Quirino, President of the Philippines, do hereby declare the second week of September of each year as “Education Week,” during which period vital information about the objectives, work, and accomplishments of the public schools may be disseminated among the people.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

Done in the City of Baguio, this 22nd day of April, in the year of Our Lord, nineteen and forty-nine, and of the Independence of the Philippines, the third.
