[ PROCLAMATION NO. 780, August 02, 2019 ]

AMENDING PROCLAMATION NO. 169 (S. 1993) AND DECLARING THE FOURTH WEEK OF NOVEMBER OF EVERY YEAR AS "NATIONAL SCIENCE AND TECHNOLOGY WEEK"



WHEREAS, Section 10, Article XIV of the Constitution provides that science and technology are essential for national development and progress, and that the State shall give priority to science and technology education, training and services;

WHEREAS. Proclamation No. 169 (s.1993) declared the third week of July of every year as "National Science and Technology Week";

WHEREAS, the celebration of the "National Science and Technology Week" provides an opportunity to give national and regional attention to the contributions of science and technology to national development;

WHEREAS, the "National Science and Technology Week" is also an opportune occasion to recognize and appreciate outstanding accomplishments and personalities in the field of science and technology; and

WHEREAS, in order to ensure the maximum participation of schools, students, stakeholders and the public during the week-long celebration, considering the change in the academic calendar of most universities, schools and educational institutions, there is a need to move the celebration of the "National Science and Technology Week" from the third week of July to the fourth week of November of every year:

NOW, THEREFORE, I, RODRiGO ROA DUTERTE, President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby amend Proclamation No. 169 (s. 1993) and declare the fourth week of November of every year as "National Science and Technology Week."

For this purpose, the Department of Science and Technology (DOST), in cooperation and coordination with the Department of Education, the Commission on Higher Education and the Professional Regulation Commission, shall spearhead and facilitate the conduct of programs and activities nationwide relative to the celebration of the “National Science and Technology Week."

All other agencies and instrumentalities of the government, specifically those involved in the field of science and technology, are hereby enjoined, and all local government units, as well as the private sector, are hereby encouraged to provide the necessary support and assistance to the DOST to ensure the successful observance of the "National Science and Technology Week" and the effective implementation of this Proclamation,

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
