[ MEMORANDUM CIRCULAR NO. 67, September 26, 2019 ]

DIRECTING ALL GOVERNMENT AGENCIES AND INSTRUMENTALITIES, INCLUDING GOVERNMENT -OWNED OR -CONTROLLED CORPORATIONS, AND ENCOURAGING LOCAL GOVERNMENT UNITS TO EXTEND THEIR SUPPORT TO THE PHILIPPINE SPORTS COMMISSION AND PHILIPPINE PARALYMPIC COMMITTEE IN THE PREPARATION, ORGANIZATION AND HOSTING OF THE 10 thASEAN PARA GAMES



MEMORANDUM CIRCULAR NO. 67
<p> DIRECTING ALL GOVERNMENT AGENCIES AND INSTRUMENTALITIES, INCLUDING GOVERNMENT -OWNED OR -CONTROLLED CORPORATIONS, AND ENCOURAGING LOCAL GOVERNMENT UNITS TO EXTEND THEIR SUPPORT TO THE PHILIPPINE SPORTS COMMISSION AND PHILIPPINE PARALYMPIC COMMITTEE IN THE PREPARATION, ORGANIZATION AND HOSTING OF THE 10 thASEAN PARA GAMES</p>
<p><strong> WHEREAS, </strong> Article XIV, Section 19(1) of the Constitution mandates that the State shall promote physical education and encourage sports programs, league competitions and amateur sports, including training for international competitions, to foster self- discipline, teamwork and excellence for the development of a healthy and alert citizenry;</p>
<p><strong> WHEREAS, </strong> it is the policy of the State to promote a more inclusive society, give its full support to the improvement of the well-being of persons with disabilities, and undertake all efforts necessary to facilitate their integration into mainstream society;</p>
<p><strong> WHEREAS, </strong> the Association of Southeast Asian Nations (ASEAN) Para Games is a biennial, multi-sport event organized by the ASEAN Para Sports Federation for athletes with physical, visual or intellectual disabilities;</p>
<p><strong> WHEREAS, </strong> the Philippine Sports Commission (PSC) is mandated to promote physical education, and encourage and sustain the development of sports in the country to foster physical fitness, self-discipline, teamwork and excellence for the development of a healthy and alert citizenry through a unified national sports promotion and development program;</p>
<p><strong> WHEREAS, </strong> the Philippine Paralympic Committee (PPC) has been recognized by the ASEAN Para Sports Federation to lead the organization of the 10 th ASEAN Para Games in the Philippines; and</p>
<p><strong> WHEREAS, </strong> the successful organization and hosting of the 10 th ASEAN Para Games requires the involvement, coordination and support of concerned government agencies, the different national sports associations, local government units and the private sector;</p>
<p><strong>NOW, THEREFORE, </strong> to ensure the smooth and efficient organization and hosting of the 10 th ASEAN Para Games, the following are hereby ordered:</p>
<p>1.  The PSC, PPC and all concerned national sports associations shall coordinate and support each other for the successful hosting of the 10 th ASEAN Para Games and all its preparatory and relevant competitions, and work together for the full and effective participation of the Philippine delegates in these events; <br>
  <br>
  2.
  All departments, bureaus, agencies and instrumentalities of the government, including government-owned or -controlled corporations and state universities and colleges, are hereby directed to render full support and assistance, consistent with their respective mandates and subject to relevant laws and regulations, to the PSC and PPC in the activities relative to the Philippines' hosting of the 10 th ASEAN Para Games; and </p>
<p>3.  Local government units, non-government organizations, the private business sector, educational institutions and the general public are hereby encouraged to lend their cooperation and support to ensure the successful conduct of the 10 th ASEAN Para Games. </p>
<p> This Circular shall take effect immediately.</p>
<p><strong> DONE, </strong> in the City of Manila, this 26 th d ay of September in the year of our Lord, Two Thousand Nineteen.</p>
