[ PROCLAMATION NO. 7, August 07, 1946 ]

RESERVING FOR AGRICULTURAL COLONY SITE PURPOSES A PARCEL OF THE PUBLIC DOMAIN SITUATED IN THE NORTHERN PORTION OF THE NORTH NEGROS FOREST RESERVE MUNICIPALITIES OF CALATRAVA, ESCALANTE, SAGAY AND CADIZ, PROVINCE OF OCCIDENTAL NEGROS.



Upon the recommendation of the Secretary of Agriculture and Commerce and pursuant to the provisions of section 83 of Commonwealth Act No. 141 and Commonwealth Act No. 691, I hereby withdraw from sale or settlement and reserve for agricultural colony site purposes, under the administration of the Director of Lands, subject to private rights, if any there be , and to future classification and survey, and to the conditions that the timber and other forest products therein, as well as the use and occupancy of the area indicated as timber land or forest reserve, shall be placed under the administration and control of the Bureau of Forestry, in accordance with the Forest Law and Regulations, the following parcel of the public domain situated in the northern portion of the North Negros Forest Reserve, comprised in the municipalities of Calatrava, Escalante, Sagay and Cadiz, Province of Occidental Negros, Island of Negros, to wit:

Beginning at point 1, indicated on the map of the Northern Negros Forest Reserve, identical to corner 269 of the Northern Negros Forest Reserve; thence N. 67 degrees W., 3,125.0 meters to point 2, identical to corner 5a of the Northern Negros Forest Zone, L.C. Project No.7, Block D; thence S. 58 degrees W., 7,600.0 meters to point 3, a stake; thence N. 63 degrees W., 3,000.0 meters to point 4, a stake; thence N. 30 degrees E., 3,750.0 meters to point 5, junction to the Himugaan and Palala Rivers; thence  N. 2 degrees W., 1,550.0 meters to point 6, a stake, south bank of Dalinson River; thence following the Dalinson River downstream in a northeasterly direction about 2,000.0 meters to point 7, a stake, north bank of Dalinson river; thence N. 27 degrees W., 2,350.0 meters to point 8, a stake at the center of the municipal boundary of Sagay- Escalante; thence N. 24 degrees W., 2,750.0 meters to point 9, a stake; thence N.. 72 degrees W., 2,250.0 meters to point 10, or the intersection of Pinamintigan Creek and municipal boundary of Sagay-Cadiz; thenceS. 84 degrees W., 1,850.0 meters to point 11, a stake; thence N. 7 degrees E., 5,450.0 meters to point 12, identical to corner 11 of the License Agreement No,1-C of the Insular Lumber Company; thence N. 25 degrees 30’ W., 5,100.0 meters to point 13 identical to  corner 13 of the License Agreement No. 1-C  of the Insular Lumber Company; thence N. 36 degrees 30’ E., 1,625.0 meters to point 14 identical to corner 1,849 of the Northern Negros Forest Reserve; thence following the boundary line of the Northern Negros Forest Reserve clockwise to corner 269 of the said Forest reserve or the point of beginning Containing a total area of 26,680 hectares, out of which 2,380 hectares representing three timber lands blocks have been excluded leaving an area of 24,300 hectares for the proposed Colony Site.

Bounded on the north by alienable and disposable lands, namely Block 1 of Negros Occidental Project No.20, Negros Occidental Projects Nos.20-A, 20-C and 20-E (Cadiz), Negros Occidental Project No. 25, Block I of L.C. Project No. 25-A (Sagay), Blocks I, II, III, and VIII of L.C. Project No.25-C (Sagay), Blocks V, VI, VII and VIII  of L.C. Project No. 21-D  (Escalante); on the east by alienable and disposable lands of L.C. Project No. 2-B, Escalante Cadastre, B. L. Case No. 2, L.C. Project No. 21-D, Blocks XII, XIII and XIV, Negros Occidental Projects Nos. 29 and 7-B, Blocks I and II, San Carlos Cadastre, B.L. Case No. 2; on the south by public forest; and on the west by public forest within the concession of the Insular Lumber Company.

NOTE.-This is subject to change to conform with future survey.
