WHEREAS, the campaign against tuberculosis must be carried on with unrelenting vigor through the combined efforts and resources of all citizens and residents of the Philippines in order to control the spread of this disease;

WHEREAS, the Philippine Tuberculosis Society is handicapped in waging an extensive and effective campaign against tuberculosis because of losses in buildings, pavilions, dispensaries, and equipment it sustained during the war and also because of the increase in the number of people afflicted with the disease due to unfavorable conditions obtaining during the enemy occupation;

I authorize all the treasurers of provincial, city, and municipal governmental as well as school officials to accept, for the Philippine Tuberculosis Society, voluntary contributions and donations and to issue official receipts therefor.

IN WITNESS WHEREOF, I, have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
