[ PROCLAMATION NO. 936, October 24, 2005 ]

DECLARING NOVEMBER 7-13, 2005 AS NATIONAL HOSPICE AND PALLIATIVE CARE WEEK



WHEREAS, spearheaded by the Philippine Cancer Society, the National Hospice and Palliative Care Council of the Philippines ("Council") was formally organized in December 3, 2003, and was launched on February 7, 2004 as an organization uniting and coordinating the various hospice and palliative care institutions in the Philippines;

WHEREAS, the Council, composed of twenty-three (23) hospital-based and community-based hospices nationwide, is committed to ensuring the best quality of life for terminally ill patients and their families;

WHEREAS, most of the Council’s members organizations provide care to indigent patients for free, while its volunteers, consisting of medical doctors, nurses, midwives, social workers, members of religious communities and other civic spirited individuals, conduct home and hospital visitations, provide medical care program;

WHEREAS, the Council intends to establish community-based and hospital-based hospice units in various places in the country and to engage in advocacy for the inclusion of hospice and palliative care as part of the medical care program;

WHEREAS, in recognition of the work and services provided by various hospice and palliative care institutions, as well as to increase awareness on their significance in creating a healthy society, there is a need to declare November 7-13, 2005 as National Hospice and Palliative Care Week.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare November 7-13, 2005 as National Hospice and Palliative Care Week.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
