[ PROCLAMATION NO. 1348, April 12, 2022 ]

DECLARING 23 APRIL 2022 AS A DAY OF NATIONAL MOURNING OVER THE PASSING OF NATIONAL ARTIST BIENVENIDO LUMBERA



WHEREAS, the passing of National Artist for Literature Bienvenido Lumbera is a great loss to our nation;

WHEREAS, his significant influence as a pillar of Philippine contemporary literature and his lasting commitment to the enrichment and promotion of the country’s cultural and artistic heritage will always be an inspiration to the Filipino people;

WHEREAS, the nation mourns and joins the family and friends of National Artist Bienvenido Lumbera in the moment of sorrow; and

WHEREAS, Section 27(k), Chapter 1 of the Implementing Rules and Regulations of Republic Act No. 8491 of the “Flag and Heraldic Code of the Philippines,” provides that for recipients of national orders and decorations, the flag shall be flown at half-mast as a sign of mourning on all buildings and places where it is displayed, on the day of their interment and by order of the President or the Congress;

NOW, THEREFORE, I, RODRIGO ROA DUTERTE, President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby declare 23 April 2022 as a Day of National Mourning over the passing of National Artist Bienvenido Lumbera.

As provided for by law, the national flag shall be flown at half-mast from sunrise to sunset, on all government buildings and installations throughout the Philippines and abroad, on 23 April 2022.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
