[ PROCLAMATION NO. 429, December 20, 2023 ]

NAMING AND RENAMING THE FIVE (5) PHILIPPINE NATIONAL POLICE (PNP) CAMPS AND REAL PROPERTIES



WHEREAS, Section 25 of Republic Act (RA) No. 6975, or the "Department of the Interior and Local Government Act of 1990," as amended by RA No. 8551, or the "Philippine National Police Reform and Reorganization Act of 1998," provides that the Philippine National Police (PNP) shall be composed of a national office, regional offices, provincial offices, district offices, city or municipal stations;

WHEREAS, real properties were donated to the PNP, through the Police Regional Office (PRO) 5, in the Municipality of Pasacao, Province of Camarines Sur and the City of Ligao, Province of Albay;

WHEREAS, the Camarines Sur Police Provincial Office and the 504th Maneuver Company Regional Mobile Force Battalion 5 are PNP offices respectively located in the City of Naga, Province of Camarines Sur, and the Municipality of Pilar, Province of Sorsogon;

WHEREAS, Camp Efigenio C. Navarro, also known as the PRO MIMAROPA Headquarters, serves as one of the PNP regional offices in the City of Calapan, Province of Oriental Mindoro;

WHEREAS, pursuant to Section 2 of RA No. 10086, or the "Strengthening Peoples' Nationalism Through Philippine History Act," the State shall provide means to strengthen people's nationalism, love of country, and respect for its heroes and pride for the people's accomplishments by reinforcing the importance of national and local history in daily life with the end in view of raising social consciousness;

WHEREAS, the National Historical Commission of the Philippines "Revised Guidelines on the Naming and Renaming of Streets, Public Schools, Plazas, Building, Bridges and Other Public Structures" (NHCP Guidelines) provides that all public places may be named or renamed by the President, through a Proclamation, or by Congress, through legislation;

WHEREAS, in accordance with Item III, Sub-items 1 and 2 of the NHCP Guidelines, proposed names of public places must have historical and cultural significance and must contribute to the development of national price through the good example exhibited by the name being used, and be appropriate in terms of historical value and significance to the place to be named or renamed;

WHEREAS, it is fitting to give honor to former servicemen who have shown patriotism, courage, and dedication in serving the provinces and municipalities to which they are assigned, and distinguished themselves in their service to the nation, by way of naming and renaming PNP facilities in their honor;

NOW, THEREFORE, I, FERDINAND R. MARCOS, JR., President of the Philippines, by virtue of the powers vested in me by the Constitution and exiting laws, do hereby name and rename the following PNP camps and real properties:

a. Name the Donated Lot to the PNP in Pasacao, Camarines Sur as "Camp Brigader General Ludovico Padilla Arejola;"

b. Naming the Donated Lot to PRO 5 as "Camp Captain Salvador Jaucian Del Rosario, Sr.;"

c. Naming the Camarines Sur Police Provincial Office as "Camp Colonel Juan Querubin Miranda;"

d. Naming the 504th Maneuver Company Regional Mobile Force Battalion 5 as "Camp Police Max Jim Ramirez Tria;" and

e. Renaming Camp Efigenio C. Navarro, PRO MIMAROPA Headquaeters, as "Camp Brigadier General Efigenio C. Navarro."

IN WITNESS THEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
