[ MEMORANDUM CIRCULAR NO. 189, March 15, 2010 ]

ENJOINING ALL BARANGAY COUNCILORS TO PARTICIPATE IN AND GIVE FULL SUPPORT TO THE SERIES OF ISLAND-WIDE AND REGIONAL CONGRESSES OF THE BARANGAY COUNCILORS LEAGUE OF THE PHILIPPINES



WHEREAS, the Barangay councilors League of the Philippines (BCLP) will hold their series of Island-Wide and Regional Congresses from April 2010 to May 2011 at various regions of the country;

WHEREAS, the activity aims to heighten the advocacy for the promotion of sustainable programs to be provided with opportunities to fill the consciousness of Barangay legislative works and agenda, and to share the best practices on Local Government Unit (LGU) programs on Barangay Legislation;

WHEREAS, as a continuing effort of providing capacity-building activities, the BCLP, in coordination with its partners, will conduct these programs towards strengthening and institutionalizing the BCLP;

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law do hereby order that all departments, local government units and barangays are hereby enjoined and encouraged to activily participate and give full support to the said activities by sending delegation and allowing their Sangguniang Barangay Members to participate therein.

The payment of applicable traveling expenses, registration fees, and necessary congress expenses, if any, may be authorized chargeable against local funds, subject to the availability thereof, and the usual accounting and auditing rules and regulations and other pertinent applicable laws.

DONE in the City of Manila, this 15th day of March, in the year of Our Lord, Two Thousand and Ten.
