[ MEMORANDUM CIRCULAR NO. 28, March 28, 2012 ]
AUTHORIZING PARTICIPATION IN THE BIENNIAL REGIONAL CONVENTION OF THE INTEGRATED BAR OF THE PHILIPPINES (IBP) – BICOL REGION
The Integrated Bar of the Philippines (IBP) – Bicol Region will be holding its Biennial Regional Convention and 36 – Unit Mandatory Continuing Legal Education (MCLE) on 28 – 31 March 2012 at the Villa Caceres Hotel, Magsaysay Ave., Naga City, with the theme “IBP Bicolandia: Affirming its Role in Society as Partner of the People and of the Courts in the Quest for Truth, Justice and the Rule of Law.” The event will be hosted by IBP – Camarines Sur.
In this connection, all heads of government agencies, departments, bureas and offices, including government-owned and/or controlled corporations and their subsidiaries/units in the Bicol Region (specifically Camarines Norte, Camarines Sur, Albay, Sorsogon, Masbate and Catanduanes) shall authorize their lawyers to attend and participate in the said Regional Convention on official time, at no cost to the government except payment of their salaries, provided such attendance will not adversely affect the functions of their respective offices, as well as, the delivery of services to the public.
