[ MEMORANDUM CIRCULAR NO. 63, February 17, 2014 ]

ENJOINING ALL OFFICIALS AND EMPLOYEES IN ALL DEPARTMENTS, AGENCIES AND INSTRUMENTALITIES OF THE NATIONAL GOVERNMENT, INCLUDING GOVERNMENT-OWNED OR –CONTROLLED CORPORATIONS, AS WELL AS ENCOURAGING LOCAL GOVERNMENT UNITS TO ACTIVELY PARTICIPATE IN THE OBSERVANCE OF THE 28 TH YEAR ANNIVERSARY OF THE EDSA PEOPLE POWER REVOLUTION OF 1986



WHEREAS, Executive Order (EO) No. 82 (s. 1999), as amended by EO 17 (s. 2010), created the EDSA People Power Commission (EPPC) to plan, organize, and implement the yearly commemoration of the 1986 EDSA People Power Revolution every 25 th of February; and

WHEREAS , the celebration of the 28th year Anniversary of the EDSA People Power Revolution on 25 February 2014 will enable Filipinos all over the country to recall and rekindle the unity and principles expressed by the said historical event.

NOW, THEREFORE , all heads of departments, agencies, and instrumentalities of the national government, including Government-Owned or –Controlled Corporations (GOCCs) are hereby directed to extend their support and participate, while Local Government Units (LGUs) are hereby encouraged to extend their support and participate, in the programs and activities to be held for this purpose, including the following activities recommended by the EPPC:

  1. EDSA People Power Revolution Model (Salubungan of Military and Civilians) – Programs that highlight how civilians and the military can work together in support of a common goal and ideal;
  2. Programs in Provinces, Cities and Municipalities Commemorating the EDSA People Power Revolution ;
  3. Opening of Military Camps and PNP Offices to the Public – A celebration of the military’s role in the success of the EDSA People Power Revolution, wherein camps and offices shall welcome civilian visitors;
  4. EDSA People Power Parades – Activities that will showcase the festivity of EDSA People Power Revolution, together with LGUs, schools, students, and civilians in numerous Provinces, Cities and Municipalities; and
  5. Project Oriented Celebrations – Projects and programs spearheaded by the EPPC Provincial Networks, including volunteer programs for the reconstruction and rehabilitation of areas affected by the Bohol and Cebu earthquake, Typhoon Yolanda, and the Zamboanga siege, among others.

This Memorandum Circular shall take effect immediately.
