[ MEMORANDUM CIRCULAR NO. 28, October 15, 2017 ]
In view of the planned nationwide transport strike tomorrow, work in government, both national and local, and classes at all levels, both public and private, including state universities and colleges, are hereby suspended on Monday, 16 October 2017.

The suspension of work in the other branches of government, as well as in constitutional commissions and other independent bodies, is left to the discretion of their respective heads.
The suspension of work in private companies and offices is likewise left to the sound discretion of their responsible executive officers, taking into account the safety and convenience of their employees.
