[ MEMORANDUM CIRCULAR NO. 40, February 13, 2018 ]

ENJOINING PUBLIC INFORMATION OFFICERS OF GOVERNMENT AGENCIES AND LOCAL GOVERNMENT UNITS TO ATTEND AND PARTICIPATE IN THE NATIONAL INFORMATION CONVENTION TO BE CONDUCTED ON 19-21 FEBRUARY 2018



WHEREAS, the Presidential Communications Operations Office, through the Philippine information Agency, will hold the National Information Convention, a three-day event to be held at the SMX Convention Center, SM Lanang, Davao on 19-21 February 2018 that will gather government public information officers, members of the national and regional media, communications and technology industry leaders and members of the academe;

WHEREAS, the Administration aims to invest in the development of human capital, particularly among its own personnel in the public sector, to promote public awareness, ensure public access to information, and institutionalize response and feedback mechanisms to fully engage and empower the citizenry;

NOW, THEREFORE, all public information officers or those performing similar functions in national government agencies and local government units are enjoined to attend and participate in the National Information Convention, on official time with expenses such as transportation, per diems, registration fee, and other necessary fees/expenses at rates prescribed in accordance with existing policies of the Department of Budget and Management the Commission on Audit and the Civil Service Commission, chargeable against the funds of their respective agencies/offices, and subject to the usual accounting and auditing rules and regulations.

This Memorandum Circular shall take effect immediately.
