[ MEMORANDUM CIRCULAR NO. 61, April 23, 2019 ]
Upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC), and in order to ease up the load on the public transport system, work in the government offices within the National Capital Region (NCR) is hereby suspended on 23 April 2019. Governors and city mayors of affected provinces and cities, respectively, are hereby directed to assess the damage sustained by their respective localities and to take the necessary measures to ensure public safety.
However, those agencies whose functions involve the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital services shall continue with their operations and render the necessary services.
The suspension of work in private companies and offices is left to the sound discretion of their respective employers.
This Circular shall take effect immediately.
