[ MEMORANDUM CIRCULAR NO. 66, September 23, 2019 ]

DIRECTING ALL GOVERNMENT AGENCIES TO SUPPORT THE 2019 NATIONAL CRIME PREVENTION PROGRAM



WHEREAS, Section 14(d) of Republic Act (RA) No. 6975 or the "Department of the Interior and Local Government (DILG) Act of 1990," as amended by RA No. 8551 or the "Philippine National Police Reform and Reorganization Act of 1998," directs the National Police Commission (NAPOLCOM) to recommend to the President, through the Secretary of the DILG, a crime prevention program;

WHEREAS, the 2019 National Crime Prevention Program (NCPP) was developed by the NAPOLCOM through its Technical Committee on Crime Prevention and Criminal Justice, an ad-hoc interdisciplinary body composed of acknowledged experts from government agencies and non-government organizations involved in the criminal justice system;

WHEREAS, the 2019 NCPP operationalizes the strategies for ensuring security, public order and safety under the Philippine Development Plan 2017-2022;

WHEREAS, to ensure the success of the 2019 NCPP and in light of the policy of a whole-of-government approach in addressing criminality, it is necessary to ensure the cooperation of all government agencies, as well as local government units (LGUs), in the implementation of the 2019 NCPP;

NOW, THEREFORE, the following are hereby ordered:

In accordance with their respective mandates, all government offices, departments, bureaus, agencies and offices are directed, and all LGUs are enjoined to support the 2019 NCPP and the programs specified therein.

The funding requirements for the implementation of this Circular shall be charged against the existing appropriations of the respective agencies and LGUs.

This Circular shall take effect immediately.
