The Commission has been receiving numerous queries from local water districts on the need to issue individual appointments upon approval of their Position Allocation Lists (PAL) by the Department of Budget and Management.

To ensure uniform application among all local water districts, as well as to avoid disruption in the smooth transition process, it is sufficient for local water districts to issue plantilla appointments reflecting the position titles and salary grade/rate indicated in the DBM-approved PAL/ plantilla of personnel.

Henceforth, water districts should not fill up positions unless the same conform with the said PAL/plantilla.
