In view of the rescission by the District Engineer on August 23, 1991 of the contract with S & W CONSTRUCTION for the concreting of Bagawines-Canlaon Road, Vallehermoso, Negros Oriental, due to intolerable negative slippage, said contractor is hereby suspended/blacklisted for a period of one (1) year from entering into any contract and/or participating in any bidding in the DPWH and its line agencies.

In addition, pending final determination and settlement of its liabilities, all concerned are hereby ordered not to release any sum of money to the S & W CONSTRUCTION and that all construction equipment and materials which have been reserved exclusively for the work under contract shall not be removed from the project site without the written consent of the Department.
