In view of the rescission of the contract of Vigan Fortune Construction, contractor for the concreting of Abra-Ilocos Sur Road, Km. 403 + 500 to Km. 408 + 500, Pidigan, Abra, for its failure to start the works, the said construction firm and its proprietor are hereby suspended/blacklisted from entering into any contract or participating in any bidding with this Department and its line agencies for a period of one (1) year effective immediately.

All concerned are also ordered not to release any sum of money to Vigan Fortune Construction unless and until its obligations to the government arising from its rescinded contract is fully and finally settled.
