In view of the rescission of the contract of N. Lopez Construction, Inc. for the construction of the Hall of Justice Building, Davao City, the said corporation and its stockholders, namely: Silvina Ferrer, Nicanor Lopez, Juanistor F. Lopez, Ezperanza V. Lopez and Modesto R. Balleza, are hereby suspended/blacklisted for a period of one (1) year from entering into any contract or participating in any bidding of the DPWH and its line agencies.

In addition, since N. Lopez Construction, Inc. is liable to the government for the difference in the cost of completing the project vis-a-vis its original contract price pursuant to P.D. 1870, all concerned are hereby strictly enjoined not to release any sum of money to N. Lopez Construction, Inc. without prior clearance from the Secretary.
