(NAR) VOL. 12 NO. 1 / JANUARY - MARCH 2001

[ CSC MEMORANDUM CIRCULAR NO. 04, S. 2001, January 26, 2001 ]

AMENDMENT ON THE GUIDELINES ON THE GRANT OF CIVIL SERVICE ELIGIBILITY TO BARANGAY NUTRITION SCHOLARS

In recognition of the voluntary services of Barangay Nutrition Scholars (BNS) to the community, Presidential Decree No. 1569 was promulgated on June 11, 1978 Among the benefits given to the Barangay Nutrition Scholars is the grant of civil service eligibility appropriate to first level positions in the career service.

Section 11 of the 1981 CSC Guidelines on the grant provides that, "The Barangay Nutrition Scholar eligibility is a first level eligibility and may be considered for appointment to positions which do not require written examinations, but which require experience comparable to that acquired as BNS, provided the other requirements for the positions are met. (Underscoring supplied)"

With the recent changes and development on the qualification standards for positions in the government, there are no longer positions in the career service to which the BNS eligibility may be considered appropriate.  There is a need, therefore, to rationalize the grant of the BNS eligibility.  Consequently, the said guidelines were amended through CSC Resolution No. 002625 dated November 22, 2000, to read as follows:
"Section 11. The Barangay Nutrition Scholar eligibility is a first level eligibility and may be considered for appointment to positions which do not require written examination, provided the appointee meets the education, training, experience and other requirements of the position." (underscoring supplied)
Please be guided accordingly.
